The Bylaws of the Rockdale Republican Party

BYLAWS

OF THE ROCKDALE COUNTY REPUBLICAN PARTY

ARTICLE I. NAME, PURPOSE, AND FUNCTION

A. NAME

This organization shall be known and referred to as the Rockdale County Republican Party.

B. PURPOSE

The purpose of the Rockdale County Republican Party shall be to develop, foster, advance, and perpetuate the

principles of the Republican Party, to support and otherwise do all within its power to ensure the election of all

Republican nominees for public office whose name appears on the general election and any special election or

other regular election ballots in Rockdale County.

In order to serve as a local grass roots Party and meet local needs, all policies and procedures enacted by these

by-laws take precedence over those enacted by any other Party level provided they conform to Republican

principles, values and the Constitution.

C. FUNCTION

The Rockdale Republican Party, consisting of its members shall serve as the central and unified authority and

representative body of the Republican platform and policies within Rockdale County. It shall function to

develop, implement, encourage, educate and create Republican principles within Rockdale County and it shall

strive to recruit and elect qualified Republican candidates to every available public office.

ARTICLE II – PARTY MEMBERSHIP

A. Membership in the party shall be open to all individuals who subscribe to the principles of the Republican

Party. Membership within the Party will require the annual payment and acceptance of dues by the

Executive Board. Voting privileges are restricted to Rockdale County residents.

B.1. A member in good standing shall be a member whose dues are current; and does not exceed a grace

period of 45 days.

2. Prospective candidates for membership will be reviewed by the Executive Board for membership

eligibility.

3. Eligibility for party membership is determined by Executive Board review.

4. Delegates and alternates to called conventions must be, or become paid members of the Rockdale County

Republican Party within 10 days of their election at the Precinct Mass Meeting and be accepted by the

Executive Board.

C. Non residents of Rockdale County who subscribe to the principles of the Republican Party can be a

non-resident members of the Rockdale Republican Party with the payment of dues and the

approval of the Executive board but are not eligible for County Party office unless they own

property in the County.

D. Elected Republican officials residing in Rockdale County are automatically members of the Rockdale

Republican Party whose dues may be waived at the discretion of the Executive Board.

E. 1. Membership dues shall be paid in full for one year or more of membership within the Rockdale

Republican Party.

2. Membership begins with acceptance of dues payment and approval of the Executive Board.

3. Renewal of membership after 90 days past due requires Executive Board approval and will take past

creditable service into account.

4. Any member who resigns from the Party shall forfeit any portion of dues paid. In the case of a denial of

approving the membership by the Executive Board, all dues will be refunded less any fees

associated in processing the payment (e.g. credit card processing fees, etc…).

5. Any member that has his/her membership revoked shall forfeit any dues paid prior to said revocation of

membership.

6. Grounds for revocation of membership in the Rockdale County Republican Party:

(a.) Failure to pay dues except as otherwise provided in these By-Laws.

(b.) Public disrespectful or disparaging remarks either orally, electronically or in print about the

Party, any Party official or Party member engaged in an officially sanctioned activity.

ARTICLE III – ORGANIZATION OF COUNTY COMMITTEE

A. PURPOSE

The Rockdale County Committee shall be the governing body (except while the Rockdale County Convention

of the Rockdale Republican Party is in session) of the Rockdale Republican Party, which is a political

organization and political party as defined by Georgia law. The Rockdale County Committee shall, in the

interim between County Conventions, be vested with all duties, power, and privileges possessed by the County

Convention and shall act for the Rockdale County Republican Party.

B. MEMBERSHIP

The County Committee shall be the governing body of the Rockdale County Republican Party. County

Committee Members shall be members in good standing and shall consist of voting and non-voting members.

(j.) The Republican Member of the County Board of Elections and

Voter Registration

(k.) President of the Young Republicans Club of Rockdale County

(l.)The Chairman of each of the eighteen (18) county precincts

2. NON VOTING MEMBERS OF THE COUNTY COMMITTEE

(a.) Parliamentarian

(b.) Immediate Past Chairman,.

(I.) Immediate is here defined as the County Chairman who served and completed office just

before the current chairman. In the event that the County Chairman is re-elected, there is

de facto no immediate past chairman; therefor, there is no immediate Past Chairman.

(II.) If the prior chairman did not complete the term of office as Chairman then the position is

considered vacant.

(III.) If the prior chairman did complete the term of office, that individual shall retain said title and

presence on the County Committee until the election of a new County Chairman.

(c.) General Counsel

(d.) Such members-at-large as are nominated by the County Chairman and approved by a majority (51%) of

the County Committee may serve as deputy precinct chairmen in Precincts without Precinct Chairs or in

other special functions.

(e.) All members of District Committees and State Committees who reside in Rockdale County

(f.) Party Historian

(g.) All elected Republicans residing in the County.

C. VOTING PRIVILEGES

All members of the County Committee designated above in section B. #1. shall be voting members of the

Executive Board, except those specified above in section B. #2.

D. COUNTY COMMITTEE AUTHORITY AND RESPONSIBILITIES

1. In order to be eligible to be a member of the County Committee, one must be a member in good standing:

Criteria of good standing:

(a.) Dues must be current, except as otherwise provided in these By-Laws,

(b.) the County Committee member must have attended at least 4 general monthly meetings and 2

activities over the last 12 months,

(c.) Said member must have attended at least 2 general monthly meetings and 1 activity in the

last 6 months,

(d.) Attendance is defined as that the said member has signed into the meeting and has remained for the

duration of the meeting, emergencies excepted.

(e.) The County Committee member must attend all County Committee meetings either in person or by

duly executed provided proxy, emergencies excepted. Failure to do so is grounds for removal

from the County Committee.

2. The County Committee is the oversight authority for the County Party and delegates day to day

operational authority to the Executive Board to execute those tactics and strategies required

to meet County Committee goals in accordance with the principles and values of the

Republican Party and the Constitution.

3. The County Committee will make the final decision on all Executive Board recommendations

to remove individuals from the County Party, Executive Board and County Committee.

Grounds for removal from Party membership or any official position are here specified,

(a.) Dues must be current, except as otherwise provided in these By-Laws,

(b.) Public disrespectful or disparaging remarks either orally, electronically or in

print about the Party, any Party official or Party member engaged in an officially

sanctioned activity are grounds for removal from the County Committee,

Executive Board or Party membership.

(c.) A Party official (voting or non-voting) must have attended at least 4 general

monthly meetings and 2 activities over the last 12 months,

(d.) A Party official (voting or non-voting)must have attended at least 2 general

monthly meetings and 1 activity in the last 6 months,

(e.) Attendance is defined as that the member has signed into the meeting and has

remained at least 60 minutes or duration of the meeting, emergencies excepted.

(f.) The County committee member must attend all County Committee meetings either in

person or by duly executed proxy (Article III, F., #5), emergencies

excepted. Failure to do so is grounds for removal.

4. Procedure for removal from office or membership:

(a.) Any member may submit a written recommendation of removal from membership or office

with a stated reason for removal to the Executive board for consideration.

(b.) Upon receipt of such a recommendation, the County chairman, will call a meeting of the Executive

Board to consider said removal and by majority vote either to dismiss said charges or forward said charges and

the Board's recommendations to the County Committee for action.

(c.) Any member of the Executive Board may bring a recommendation of removal from membership or office

at any Executive Board meeting by a duly seconded motion under new business. The Executive Board will

take this motion under advisement.

(d.) Should the Executive Board decide to bring charges to the County Committee, the said member shall

be notified by registered mail. Should the individual charged be a Party officer, said officer shall be

suspended from Party office pending the decision of the County Committee.

(d) Any individual so charged may be allowed to speak in his/her defense at the County

Committee meeting.

(e.) The County Chairman must convene the County Committee within 45 days if removal

charges have been forwarded to the County Committee by the Executive Board.

5. The County Committee will make the final decision on any recommended decisions to the

County By-Laws.

6. The County Committee will meet a minimum of 2 times a year.

E. QUORUM

A Quorum for the transaction of business by the Rockdale County Committee consists of 50% + 1 of the voting

members (Article III, sec. B, #1.) of the County Committee by physical presence or duly executed provided

proxies.

F. PROXIES

1. No member shall vote more than two individual proxies at any single County Committee meeting.

2. Each member shall be responsible for submitting their own proxy to the representative of their personal

choice.

3. A County Committee member’s proxy shall be invalid upon that member's attendance at the committee

meeting for which it was given.

4. All proxies must be submitted to the Secretary in writing prior to or during the roll call of a County

Committee meeting.

5. Proxies must stipulate the name and office of the proxy originator, the name to whom the proxy is

given, name, date and time of the event at which it is valid.

6. Proxie Policy: In addition to the County Committee, proxies may be employed by the Executive Board

and County Convention provided they are submitted in writing prior to the meeting.

7. Proxies are prohibited and invalid at Mass Precinct Meetings.

8. Valid proxies may be used to constitute a quorum.

F. DUTIES

1. COUNTY COMMITTEE

a. The County Committee has the duty to enhance the prestige and reputation and to build the voting

and financial strength of the Rockdale County Republican Party. The County Committee shall

be responsible for filling officer vacancies.

b. The County Committee will set overall goals for the County Party.

c. The County Committee will provide the organizational format of the County party via the

BY-Laws.

d. The County Committee will delegate day to day operational responsibility to the Executive.

Board.

2. CHAIRMAN

a. The Chairman shall be the chief executive of the Rockdale County Republican Party.

b. The Chairman shall be the spokesman for the Rockdale County Republican Party and for the

County Committee and it shall be his/her duty to communicate directly with all news and media

outlets and venues. In performing this function, the Chairman may delegate authority and

appoint at his/her discretion a Publicity/ Chairman/Director who reports to the appropriate Vice

chairman as directed by the Party chairman.

c. The Chairman shall be the presiding officer at each meeting of the County Committee, and shall

issue the call for and preside at each county convention unless replaced by a temporary

convention chairman, and shall appoint such sergeants at arms as may be necessary to maintain

order.

d. The Chairman shall appoint, with the advice and consent of the County Committee, such standing

committees as deemed appropriate.

e. The Chairman shall exercise all the duties, responsibilities and powers delegated by these rules, and

such other duties, responsibilities and powers consistent with these rules, and such other duties,

which the County Committee may assign the Chairman.

f. Consistent with applicable law, the Chairman shall appoint, with the advice and consent of the

County Committee, the Republican member of the Rockdale County Board of Elections and

Voter Registration.

g. The Chairman may appoint, with the advice and consent of the County Committee, a Historian

whose duty it shall be to keep a record of the activities of the Rockdale County Republican

Party.

h. The County Chairman may at his/her discretion appoint a Chaplain to serve without a vote.

i. The Chairman may authorize an expenditure of $75.00 up to 3 times in a quarter without

prior authorization from the Executive Board.

j. The Chairman may authorize an excess of $75.00 for an emergency or time sensitive situation

provided the concurrence of a majority of the Executive Board has been obtained via

email or other timely notification. Copies of these emails must be delivered to the Executive

Board Treasurer and Secretary either electronically or by hard copy at the next Executive

Board meeting. All other expenses in excess of those stipulated above will be presented at

the regular executive Board meeting for execution.

k. The Chairman shall appoint a house committee to secure and prepare facilities for all County

meetings.

l. The Chairman is the official and sole and responsible voice of the Rockdale County Republican

Party. However, the Chairman may delegate this function to the 3rd Vice Chairman who may

appoint a Publicity Director.

3. 1st VICE CHAIRMAN

The First Vice Chairman shall coordinate the efforts of the Rockdale County Republican party in

supporting all opposed Republican candidates in General Elections and shall be responsible for

coordinating the activities of the precincts in conjunction with the precinct chairman, as the

County Chairman may direct.

4. 2nd VICE CHAIRMAN

The Second Vice Chairman shall be responsible for party organization and membership growth,

and otherwise serve the County Chairman as directed. The Second Vice Chairman shall direct

the activities of the Precinct chairs.

5. 3rd VICE CHAIRMAN OF EVENTS

The Vice Chairman of Events shall work with the Chairman to provide internal and external

notification of events and county functions and shall coordinate the efforts of the Rockdale

County Republican Party in special events to support Republican candidates and elected

officials, to further the goals of the Rockdale County Republican Party. The 3rd Vice Chairman may

appoint a Publicity Director and team and otherwise serve at the direction of the County Chairman.

6. 4th VICE CHAIRMAN OF FUNDRAISING

The Vice Chairman of Fund raising shall work with the Chairman to further the goals of the

party and raise funds for the Rockdale County Republican party and otherwise serve at the

direction of the County Chairman.

7. SECRETARY

(a.) The Secretary shall be the official record keeper of the Rockdale County Republican Party and shall

keep the minutes of all meetings of the County Committee and the Executive Board.

The Secretary shall keep an accurate attendance record of County Committee,

Executive Board, and General Meetings.

The Secretary will monitor the attendance of all Party officers at General, Executive Board

and County Committee meetings and report any discrepancies to the Executive board.

(b.) The Secretary shall be the custodian of party records except the Treasurer's books.

(c.) The Secretary will call the role when it is required and shall be responsible for personal

correspondence such as, but not limited to, expression of gratitude, concern, condolence and

congratulations, and other duties the Chairman may assign.

(d.) The Secretary will coordinate all membership information (to include membership application

forms) with the Treasurer within 5 days of receiving it.

(e.) The Secretary will submit to the Executive Board any new member applications received and

verified by the Treasurer to the Secretary that mandated dues have also been received so

that the Executive Board may vote on said applications.

(f.) The Secretary shall assume any additional duties as directed by the Chairman of the Party.

8. ASSISTANT SECRETARY

(a.) The Assistant Secretary shall assist the secretary in the performance of his/her duties listed above

and shall perform such other duties as the Secretary or County Chairman may designate.

(b.) The Assistant Secretary shall generate and maintain all databases used by authorized members of

the party. Databases including email distribution list, voter information, and any other

information gathered by any officer of the party.

9. TREASURER

(a.) The Treasurer shall receive and disburse all funds of the Rockdale County Republican

Party when directed by the County Committee, The Executive Board, or Party Chairman

as directed in these BY-Laws.

(b.) The Treasurer shall account for the same by regular monthly statements, shall supervise the

preparation and execution of the budget, shall furnish a report to the Chairman, of those

members whose dues are delinquent and shall perform such other duties as the Chairman may

designate.

(c.) The Treasurer will notify the Secretary of any dues received and deliver membership applications

received to the Secretary within 10 days of receipt so that the Secretary can prepare an updated

roster for the next Executive Board meeting.

10. ASSISTANT TREASURER

The Assistant Treasurer shall assist the Treasurer in the performance of his/her duties listed above

and shall perform such other duties as the Treasurer or County Chairman may designate.

11. IMMEDIATE PAST CHAIRMAN

The Immediate Past Chairman shall perform such duties as the Chairman may designate

12. THE PRECINCT CHAIRMEN

(a.) Are the Executive officers of their respective Precincts.

(1.) Will recruit, train and manage Precinct team members.

(2.) Will develop Precinct team organization.

(3.) Will work under the direction of the 1st and 2nd Vice Chairmen according to the

Election Cycle phase*.

(b.) Are voting members of the County Committee.

(c.) Must reside in their precincts.

G. ABSENCE OF THE CHAIRMAN

In the absence of the Chairman, at any regular or called meeting of the County Committee or the

Executive Board, the presiding officer shall be determined by the following line of succession:

the 1st Vice Chairman,

the 2nd Vice Chairman,

the 3rd Vice Chairman,

the 4th Vice Chairman,

the Secretary,

the Treasurer,

the Assistant Secretary,

the Assistant Treasurer.

H. MEETINGS OF THE COUNTY COMMITTEE

1. At the call of the County Chairman, the County Committee shall hold a minimum of two (2)

meetings annually.

2. The County Chairman shall determine the specific time and date of said meetings.

3. Additional County Committee meetings may be called by the County Chairman, or upon written

notice requesting a meeting, presented to the Secretary by one-third (1/3) of the members of the

County Committee.

4. All committee meeting notices shall be in writing and delivered by facsimile, e-mail, or U. S.

Postal Service. The notice shall designate the date, time and place of said meeting and shall be sent by

the Secretary not less than ten (10) days prior to the meeting.

5. The County Committee meeting may also be held as an audio/video/teleconferencing event

The event venue information given to members that provides access to the electronic meeting must

be included in the notification above.

I. TERM OF OFFICE

The officers and members of the County Committee shall be elected by the County Convention.

Their term of office shall begin upon adjournment of the County Convention except for officers

and members elected between conventions to fill vacancies, in which case the term shall begin at

time of election. All terms of office shall extend until the convening of the next odd year County

Convention unless sooner removed in accordance with these rules.

J. REMOVAL FROM OFFICE

1. Any member of the county committee may be removed from the County Committee for

cause by 50% + 1 of the other members of the County Committee at any duly called

meeting of the County Committee. However, such individuals must be given written

notice of such meeting, sent at least ten (10) days in advance thereof, setting forth

the grounds and said individual must be given the opportunity to be present, and to

be heard in person and/or by any representative of said member.“Cause” as used

herein shall include:

(a.) Failure to perform duties of office,

(b.) Failure to participate in the affairs of the Party,

(c.) Conduct detrimental to the best interests of the Party,

(d.) Unauthorized Public comments as an officer (voting or non voting) of the

Rockdale Republican Party. his does not preclude supporting a position or

Republican candidate for office. Providing such statement verbal,

electronic or written clearly separates Party office from a personal

position.

2. Procedure for removal from office or membership:

(a.) Any member may submit a written recommendation of removal from membership or

office with evidence of violation(s) to the Executive board for consideration.

(b.) Upon receipt of such a recommendation, the County chairman, will call a meeting of the Executive Board

to consider charges and by majority vote either to dismiss said charges or forward said charges and the Board's

recommendations to the County Committee for action.

(c.) Any member of the Executive Board may bring charges of removal from membership or office at any

Executive Board meeting by a duly seconded motion under new business. The Executive Board will take

this motion under advisement.

(d.) Should the Executive Board elect to bring charges to the County Committee, the

charged member shall be notified by registered mail. Should the individual charged be a

Party officer, said officer shall be suspended from Party office pending the decision of the County

Committee.

(e.) Any individual so charged may be allowed to speak in his/her defense at the County

Committee.

(f.) The County Chairman must convene the County Committee within 45 days if

removal charges have been forwarded to the County Committee.

3. The County Committee will make the final decision on any recommended changes to the

County By-Laws.

4. All Members of the Executive Board and County Committee are expected to support the

official qualified candidates of the Republican Party in all contested general elections and

non-contested Republican Party elections.

5. Party officers, with the exception of the Party Chairman who represents the total

membership and remains neutral, may support any GOP primary candidate of his/her

choice provided that neither that officer’s title nor party resources be used in conjunction

with any campaign media.

6. Any other such causes as may be determined by the Executive Board and submitted to the

County Committee.

K. VACANCIES

1. Any vacancies caused by death, resignation, suspension, continued failure to perform or

termination of residence with the County, shall be filled by the County Chairman,

pending approval by the County Committee.

2. The Chairman or Acting Chairman shall call a meeting within thirty (45) days of the County

Committee to fill vacancy if a candidate has been selected to fill the vacancy.

3. Spouses, significant others and relatives of the County Committee or the Executive Board

may not be considered as replacements to fill vacancies.

4. Notice of the called meeting shall be in writing and delivered by facsimile, e-mail, or U.S. Postal

Service no less than ten (10) days prior to the meeting.

ARTICLE IV – ORGANIZATION OF THE EXECUTIVE BOARD

A. MEMBERSHIP

The Executive Board shall consist of the following County Committee Officers:

1. Chairman

2. 1st Vice Chairman

3. 2nd Vice Chairman

4. Vice Chairman of Events

5. Vice Chairman of Fund raising

6. Secretary

7. Assistant Secretary

8.Treasurer

9. Assistant Treasurer

10. Parliamentarian

11. Immediate Past Chairman.

12. The Republican Member of the County Board of Elections and Voter Registration

13. General Counsel

14. President of the Young Republicans Club of Rockdale County

15. Elected Republican officials residing in the County.

B. VOTING

All members of the Executive Board, excluding the General Counsel, Immediate Past Chairman, Elected

Republican officials residing in the County, and the Parliamentarian, shall be voting members of the Executive

Board.

C. DUTIES

1. The Executive Board of the Rockdale County Republican Party shall have the duty, responsibility,

power and authority to conduct the affairs of the Rockdale County Republican Party between

meetings of the County Committee and called County Conventions.

2. In accordance with the State Call, the Executive Board shall implement the Precinct Mass Meeting

and County Convention arrangements and protocols and shall fix a place (s)for holding same.

3. The Executive Board shall have the authority to allocate and to contribute funds of the Rockdale

County Republican Party to the official campaign funds of Republican Party nominees.

4. The Executive Board or County Chairman may authorize and obtain an audit of the books of

Rockdale County Republican Party at least once each year.

5. The Executive Board shall approve the County Chairman’s appointment of a General Counsel and the

Parliamentarian. These positions may be filled by one individual provided the person can meet the

requirements.

D. MEETINGS OF THE EXECUTIVE BOARD

1. The Executive Board shall meet at the call of the Chairman, or upon written notice requesting a

meeting to the Secretary by 1/3 of the members of the Executive Board.

2. All notices shall be in writing and delivered by facsimile, e-mail or U.S. Postal. The notice shall

designate time and place of said meeting and shall be sent by the Secretary not less than ten (10)

days prior to the meeting. Pre-assigned calender meeting dates of the Executive Board may

be made by telephone or email as a courtesy.

3. An emergency meeting of the Executive Board may be called without the ten (10) day notice if

approval is given by at least fifty (50) percent of the Executive Board over the phone. The

request for an emergency meeting must include the time, place and the date of said meeting.

4. Place designated by notice of said meeting. The place may also be an audio/video/teleconferencing

means where such place will be the information given to members that provides access to the

electronic meeting.

E. EXCUTIVE BOARD QUORUM

Present in person or by proxy of 50% +1 of the voting members of the Executive Board shall constitute a

quorum for the transaction of business of the Board.

F. PROXIES

1. Proxies may be employed by the Executive Board provided they are submitted in writing prior to the

meeting.

2. No member shall vote more than two individual proxies at any single Executive Board meeting.

3. Each member shall be responsible for submitting his/her own proxy to the representative of his choice.

4. A Board member’s proxy shall be invalid by a member's attendance at the Board meeting for which it was

given.

5. All duly executed proxies must be submitted to the Secretary in writing prior to or during roll call of Board

meetings.

6. If a member of the Executive Board can not attend a called or schedule meeting of the board, a duly

executed proxy must be submitted if said member is to remain in good standing.

G. EXECUTIVE BOARD AUTHORITY AND RESPONSIBILITIES

1. Eligibility to be an Executive Board member requires a minimum of 1 year residence in Rockdale

County and being in good standing. The Executive Board may submit a 1 year duration residence

waiver to the County Committee for approval for the good of the Party if justified by the candidate's

character and experience.

2. Spouses, significant others and relatives can not serve on the Executive Board at the same time.

3. The Executive Board is Responsible for running the day to day business and operations of the

County Party according to the Rockdale County Republican Party By-Laws.

4. The Executive Board can recommend the following actions to the County Committee for its

approval:

a. Removal of a member of the Executive Board,

5. The County Executive Board may appoint or remove operational directors of the following functional

teams:

Research and Analysis,

Logistics,

Fund Raising,

Publicity and Community Affairs,

upon the recommendation of the Chairman or appropriate Vice Chairman.

6. Removal from the Executive board procedures are as specified in Article III, section D #4.

H.TERM OF OFFICE

The officers and members of the County Committee (includes the Executive Board) shall be elected by the

County Convention. Their term of office shall begin upon adjournment of the County Convention

except for officers and members elected between conventions to fill vacancies, in which case the term

shall begin at the time of election. All terms of office shall extend until the convening of the next odd

year County Convention unless sooner removed in accordance with these rules.

I. SUSPENSION

1. Any member of the Executive Board who qualifies to run in a contested primary for a public office shall

be temporarily suspended from the Executive Board until completion of the election cycle.

2. If the run for elected office has not been successful, the individual may resume his/her position on

the board.

J. REMOVING A MEMBER OF THE EXECUTIVE BOARD

1. If a member of the Executive Board is voted to be removed, the removed member must leave

the Executive Board immediately after the vote and will not be allowed to attend further

board meetings until the County Committee has made a final decision on their removal.

2. The County Committee must make a final decision within 45 days of the removal recommendation.

3. Grounds and procedure for removal from the Executive Board are the same as defined in Article

III, J, #'s 1 &2

2. Procedures:

Meeting decorum will be maintained. Disruptions and cross talking may be dealt with by the

County chairman or surrogate with an admonition or meeting removal if required.

C. WHO MAY ATTEND:

1. Republican Party members and officials,

2. Approved Republican candidates for office,

3. The general public, and media at the discretion of the Chairman

4. Non-Republican candidates for elective office will not be allowed to attend the monthly meetings of

the Rockdale Republican party.

ARTICLE VI – COUNTY CONVENTIONS AND MASS MEETINGS

A. MEETING DATES

Pursuant to an official call of the Georgia Republican State Committee, County Conventions and Precinct Mass

Meetings shall be held in each odd-numbered year to conduct business including, but not limited to, electing

party leadership. Subject to a call from the Georgia Republican State Committee, additional County

Conventions and Precinct Mass Meetings shall be held each presidential election year to conduct business

including, but not limited to, electing Delegates and Alternate Delegates to District State Republican

Conventions.

B. ELECTION OF DELEGATES

Delegates and Alternate Delegates to the County Conventions shall be elected at Mass Meetings held in

accordance with the Call of the Georgia Republican State Committee.

In conformity with the Rules of the Georgia Republican Party and the BY-Laws of the Rockdale County

Republican Party, only Delegates and Alternate Delegates elected at a Precinct Mass Meeting may participate in

a County Convention.

Delegates and alternates so elected must be, or become members of the Rockdale Republican Party within 10

days of their election to participate in the forthcoming County Convention. Elected Delegates and Alternate

Delegates must reside in the Precincts they represent. Memberships will not be accepted on the day of the

County Convention.

1. Precinct Mass Meetings

a. Permanent Election of permanent precinct chairmen in odd year elections will be caucused by all

participants of a precinct caucus. A majority vote shall be required for election.

b. Each precinct then elects Delegates and Alternate Delegates within their precinct caucus.

c. Delegates and alternates to called conventions must be or become paid members of the

Rockdale County Republican Party within 10 days of their election at the Precinct Mass

Meeting and accepted by the Executive Board.

d. Proxies are prohibited and invalid at Mass Precinct Meetings.

e. Individuals arriving after the Precinct Mass Meeting mandated registration time will not be seated.

f. All fees mandated must be remitted prior to admittance to the the Precinct Mass Meeting,

failure to do so denies entry. Note: this measure provides funding towards Precinct Mass

Meeting expenses and is determined by the Executive board.

g. All phones must be silenced and not used while the Precinct Mass Meeting is in

session. This ruling does not apply to emergency situations. In this eventuality, the County

Chairman must be advised and the recipient of the call may be excused and may return to the

meeting without any loss of privilege.

h. Precinct Mass Meeting procedures will be generally guided by state GOP recommendations.

C. COMMITTEES IN SESSION

No official business may be transacted at any Convention and Mass Meeting while any of its temporary or

permanent committees are in session.

D, RULES OF ORDER

Robert’s Rules of Order Shall govern all deliberations of County Conventions and Precinct Mass Meetings, and

their respective committees, except to the extent that they are modified by the Georgia Republican State

Committee, by these Rules (Rockdale County Republican Party By-Laws) or by a majority vote of said

Convention, Mass Meetings or committee in session, a quorum being present.

E. DISTRIBUTION OF RESOLUTIONS

The following shall be used as a procedure for all submitted resolutions to the Rules and Resolutions

committee.

Resolutions that are submitted to the Committee on Rules and Resolutions during county conventions will be

ranked by said committee for the following criteria:

1. A resolution that pertains only to the sentiments of the Rockdale County Republican Party shall be

marked as “County”.

2. A resolution that pertains to a Congressional District that draws upon Rockdale County for qualified

delegates to its District Convention shall be marked as “District”.

3. A resolution that pertains to the State of Georgia shall be marked as “State”.

4. Resolutions shall have one, two or all three marks as described in 1, 2, or 3.

5. Upon passage of any resolution at County Convention, the mark shall be used to send a copy as a

submitted resolution to the appropriate Rules and Resolutions Committee automatically.

Resolutions marked solely as “County” shall have no further distribution.

F. STANDING RULES FOR CONVENTIONS AND MASS MEETINGS

1. Cell phones and other electronic devices shall be silence during a Precinct Mass Meeting or a

County Convention. This rule shall not apply to emergency personnel and first responders or any

individual with expressed permission from the Chairman.

2. No signs or placards are allowed within the delegation during Mass Precinct Meetings or

County Conventions unless authorized by the Chairman

3. Persons who are active members of organizations including recognized and unrecognized

political parties whose principles/bylaws are in opposition with the principles of the

Rockdale Republican Party shall be subject to disqualification as delegate or alternate

delegate to the County Convention.

4. Delegates, alternate delegates, and attendees arriving after The Precinct Mass Meeting and/or

the County Convention mandated sign in time may not participate in any business of

these meetings.

5. All delegates, alternate delegates, to the County Convention failing to pay the requisite required

fee will be denied entrance to said meeting.

6. Participants failing to comply with these rules will forfeit their delegate or alternate status and will

be removed from the proceedings.

ARTICLE VII – ALLOCATION OF DELEGATES AND ALTERNATE DELEGATES TO THE

CONGRESSIONAL CONVENTIONS AND THE GEORGIA STATE CONVENTION

A. Delegates and Alternate Delegates allocated to Rockdale County for the Congressional District(s) and the

Georgia State Republican Conventions shall be elected at the County Convention.

B. District and State Delegates and Alternate Delegates, shall be allocated to and elected from the

Congressional District(s) in the same proportion as their respective vote for the Republican presidential

candidate in the immediate preceding presidential election.

ARTICLE VIII – CANDIDATES

A. The County Committee shall not qualify any person to enter any Republican Primary Election in Rockdale

County conducted for the purpose of nominating candidates for public office, unless that person shall

first make an affidavit, under oath or affirmation, that he or she is duly qualified under the laws of

Georgia to hold such office, is a dues paid Rockdale County Republican Party member, and that he/she

affirms allegiance to the Republican Party by signing the following oath: I do hereby swear (or affirm)

my allegiance to the Republican Party.

B. CANDIDATES TO THE COUNTY CONVENTION

1. Delegates and alternate delegates are elected at the Precinct Mass Meeting.

2. Delegates and alternates and duly executed proxies must be present at the call to order by the

County Convention Chairman. Proxies must contain an affidavit of qualification, be sent to the

Executive Board and Secretary at least 24 hours before the opening of the County Convention.

3. Delegates, alternates and proxies arriving after the County Convention chairman has called the

session to order will not be seated nor proxies accepted.

4. All individuals, participating or observing, are prohibited from using cell phones while the County

Convention is in session, excepting emergencies or as permitted by the County Convention chairman.

5. Only qualified candidates can be nominated for Executive Board positions.

6. Spouses, significant others and relatives may not be nominated for, nor serve on the Executive

Board.

7. All nominations to the Executive Board (also includes delegates and alternates to the District and State

Conventions) will come from the Nomination Committee. Nominations from the floor will only be

allowed in the event there are no nominees for a position.

ARTICLE IX – RULES

A. To the extent that any rule herein, or section thereof, is or becomes in conflict with the rules of the Georgia

Republican Party or the Georgia Election Code, such rule or section, shall be taken under advisement for

guidance and any changes determined will not affect the remainder of these Rules.

B. All requests for changes to the rules or By-Laws must be submitted to the County Convention Rules

Committee at least 24 hours before before the Convention. Any such changes will be presented at the

conclusion of all other business but before the close of the County Convention.

ARTICLE X – DEFINITION OF PARLIAMENTARY TERMS

A. MAJORITY

More than half of the votes cast.

B. QUORUM

The specified number of members required to hold a legal meeting.

C. TWO-THIRDS

Two-thirds (2/3) of the votes cast.

D. MAN

The term “man”, as used in Chairman or vice Chairman, and the term “he”, as used in he, his, or him, does not

indicate the sex of the holder of the office.

E. NOTICE

All notices will either be given in written form and shall be mailed or can be in the form of facsimile, or email

ARTICLE XI – AMENDMENTS

A. These Rules may be amended in following ways:

1. At any County Convention of the Rockdale County Republican Party by a majority vote of those

present.

2. At any County Committee meeting of the Rockdale County Republican Party by 60% vote, a quorum

being present. Each member of the County Committee shall be given written notice, at least ten

(10) days prior to the meeting, setting forth the intention to amend the rules, and details of the

proposed amendment(s).

B. Said amendment(s) shall become effective when adopted and recorded with the Board of Elections unless

otherwise provided.

C. These By Laws will be filed with the Rockdale County Election Board As a courtesy, copies of these

BY-laws may be filed with the District and the State GOP at the discretion of the Executive Board
